Home and Community-Based Services (HCS) Program Overview
The Home and Community-Based Services (HCS) program is a Medicaid waiver initiative administered through the Texas Health and Human Services Commission (HHSC), formerly under the Department of Aging and Disability Services (DADS). This program is designed to provide individualized services and supports to persons with intellectual and developmental disabilities (IDD), enabling them to live in the community rather than in institutional settings
